RANDY HARPER proudly serves as a Director for Ouachita Electric Cooperative, bringing with him a strong background in education and leadership. A 1984 graduate of Lake Hamilton High School, Randy went on to earn his Bachelor of Science degree in Engineering Physics from Southern Arkansas University.
Since March 1998, Randy has been employed at the Arkansas Environmental Training Academy at SAU Tech, where he served as Program Coordinator before becoming the Director of the Academy in 2006. In his roles, he has dedicated nearly three decades to educating and supporting individuals across the region.
Randy is an active member of Camden First Assembly of God, where he serves on the Board of Deacons. Randy and his wife, Kay, are proud parents of three children: Natalie Purifoy, Ryan Harper, and Justin Harper.

SHEILA JOHNSON is a dedicated community member committed to service, integrity, and hard work. She currently serves as a Service Advisor at Jim Golden Ford and previously worked as a Radiologic Technologist, holding certifications in Radiologic Technology. Sheila began serving on the Board of Directors of Ouachita Electric Cooperative in 2023 and has earned her Credentialed Cooperative Director certificate, demonstrating her commitment to knowledge and effective leadership. She is a graduate of Leadership Camden, a former member of the Camden Lions Club, and a long-time member of Calvary Baptist Church, with a strong record of giving back to her community. Sheila is happily married for 45 years to her husband, Kim Johnson. She is the proud mother of Heather (Nick) Johnson and Amanda (Matt) Roberts, grandmother to Kinsey Merrick, Gabe Johnson, Garrett (Makailee) Johnson, Caleb Johnson, Jay Johnson, Hailey Roberts, and Mattison Roberts, and great-grandmother to Hallie Kate. Sheila Johnson is ready to serve with honesty, accountability, and a commitment to representing her community well.

DANNY G. ADAMS graduated from Banks High School in 1965 and the University of Arkansas at Monticello in 1971 with a Bachelor of Science in Education. Mr. Adams was elected to the Ouachita Electric Cooperative Corporation’s Board of Directors in June of 2002. He has obtained the Credentialed Cooperative Director certificate and the Cooperative Board Leadership certificate. He previously taught geography, civics, and American Government at Hermitage High School, where he also coached Jr. and Sr. Girls’ Basketball and Track. Mr. Adams also taught and coached at Woodlawn H.S, New Edinburg H.S., Fountain Hill H.S. and Banks H.S. He has since retired from the teaching and coaching profession after 29 years of service.
He and his wife, the former Glenda N. Owens, are the parents of three children: Darren Adams, Jennifer Hamblin, and Chris Taylor. Mr. Adams is a member of Cross Roads Missionary Baptist Church in Warren, Arkansas where he serves as Church Superintendent.

I’m JOHN GUESS, I’m a third generation Ouachita Electric Cooperative member. I live in the Red Hill area near Chidester. I’m widowed and currently engaged to Lana Meadows. I have two grown daughters, Cherika Robertson and Cherity Godwin and one grandson Harper.
Twenty eight of my 31 years at Ouachita Electric were spent in the meter department. I was responsible for testing, maintaining, and changing electric meters. Myself and another employee implemented and installed the current TWACS automated meter reading system.
My pledge as your director representing District 9 is transparency, an open door to all customers regardless of ANY district. I pledge to be a steward of your money and my most important promise is a TWO (2) term limit, with constantly changing technology, fresh ideas and current perspectives are essential. I know the system, and I’m keenly aware of the needs to properly maintain the system. I’d appreciate your vote and thanks to each of you.

Dr. CORBET J. LAMKIN is a longtime resident of the Tate’s Bluff community near Chidester. A retired educator with 35 years of experience in higher education, Dr. Lamkin brings a lifetime of leadership, knowledge, and service to his role on the OECC Board.
A timber grower and active member of Tate’s Bluff Presbyterian Church, Dr. Lamkin understands the values and priorities of the communities OECC serves. His commitment to reliability, accountability, and safety reflects the cooperative’s mission to put its member-owners first.
Since joining the board, Dr. Lamkin has worked diligently to stay informed on the evolving energy landscape. He has completed 59 courses through the National Rural Electric Cooperative Association (NRECA) and earned Director Gold status—the organization’s highest level of achievement for board members.
Dr. Lamkin has served as President and in other leadership roles on the OECC Board and has represented the cooperative on the boards of the Arkansas Electric Cooperative Corporation (AECC) and Arkansas Electric Cooperative, Inc. (AECI). He currently serves on the regional resolutions committee for NRECA, helping shape policy and direction at the national level.
With a strong background in education and a deep commitment to the cooperative’s members, Dr. Lamkin is dedicated to guiding OECC through today’s challenges while preparing for a reliable and sustainable energy future.
